More Break-Ins...What do we do?

My friend's car got broken into last night! It happened between 9:00 - 11:00 pm. She was parked on Wellington Street. A police report was filed immediately but this is frustrating, especially since I heard this has happened a few times on Wellington. What can we do about this? Even if we install more lighting and security cameras in Monterey Villas, I don't think it will cover Wellington and Williams Street. The new parking regulation will be effective soon and most of us will end up having to park outside our complex if we're not doing that already. I'm sure I'm not the only one concerned about this. I would love to hear your opinion and suggestions. Thank you.

Safety Committee What's going on with the cameras? I know they won't solve all the problems but they should help immensely. I understand the reason for the new parking rules and I know there will be a lot more cars parked along the streets but what about having...say 1 camera pointed down Wellington and one down Williams? Just a thought. Joe any updates?

I agree that there will be an increase in car break-ins when people are forced to park on the street. Especially when would be thieves notice the same cars parking on the street daily. Currently the streets are reserved for overflow parking. When you can't find a spot, you park on the street. This is fine when you have to park on the street once or twice a week. But when the curbside becomes your new permanent parking spot every day, thieves notice this and will be eager to break in to your car. I'm sure the association's answer to this problem is to rotate which car has the parking pass... This is just another example of how this new parking policy will prove to be more of an inconvenience to us all. There is a good solution to the parking crunch here and the new policy is not it.

Sometimes it seems as if the Association and Rules and Reg's committee apply new rules and policies that would not affect them. In other words, it's easy for me to make a rule against dogs because I don't have a dog. Or to make a rule about Tennis court hours because I don't play tennis.

I wonder if Charity, Adam, and George have to park their cars out on the street?

I think the parking permit rule will not help with anything...why are we wasting money and time on this issue when there are bigger issues to address...

where are the security cameras??

I am getting fed up with Beacon property management and the board, I think they have made many bad decisions and are not addressing the important issues.

There seems to be a misunderstanding about how the parking permits will work ... the rules have changed from when the initial mailer went out. They have now been revised to state that each owner who is in good standing gets to apply for one parking pass. In other words, everyone will be competing for spots the same as before, and it won't necessarily be the same people parking on the street everyday. First ones home get to park inside the complex, same as before. The only difference would be if you have more than two cars - then yes, your third or fourth car would always be on the street unless you rotate the pass between the cars. I do know for a fact that this rule affects Adam just the same as everyone else - he lives in a two car household and often gets home late when there are no more open spots left in the complex. Charity is not a resident here.

I'm not sure why people are convinced that MORE cars will be parked on the street as a result of this rule - we still have 109 open spots, and virtually every resident will have access to a parking permit to use for themselves or their guest. If anything there may be more residents able to park within the complex if we control people who don't live here parking here and junk cars with expired registration parking here.

My question is gman, if you're so sure that this isn't the solution and there is a better one, why don't you make a proposal? Why just complain and be negative all the time?

Hans - you had no way of knowing this, but the parking permits are not costing the association anything - as far as I know, the developer gifted the printing of the tags and covered the cost of the mailings.

Not to rat anyone out, but over by the R building, there's been an older truck that is red and while, that's been parked in an uncovered spot between two covered rows (in the 20's area) since at least Saturday. I was under the impression that there was a 72 hour rule, or is that part of the new parking permit revisions? Nonetheless, were this vehicle to move, it would at least give a chance for a car parking on the street to get in the complex.

Sorry I haven't provided any updates lately, I've been putting in some overtime lately. Just to let everyone know the security cameras are still coming. I've been pushing to get all the paperwork and payment sorted between the vendor and Beacon property. It shouldn't be to much longer before we start to see them installed, and once the installation starts it should take about a week to complete.
I'm sorry to hear about the recent break ins but I am making not of all of them so that we know where are more troublesome areas are. This will help in determining where the cameras should be installed. If anyone else has had a break in please advise where you were parked. Try to be as specific as possible. Cyrus, were you ever able to put together that map of the parking and the letterhead?
In the meantime I would like to send out a call for recruitment. Currently myself and Saul are the only active members on the safety committee and we looking to fill vacancies on the committee. Anyone who is intersted please e-mail me at jegiese@ocsd.org.

Both of my vehicles were broken into (this was about 6 & 8 months ago) on the Williams side of the complex. It was in the first parking space inside the community, and the other was parked in my carport. Its the Monterey Villas entrance right after the "college" parking lot. Also can anyone tell me whats happening with the lighting? The light for the walkway between building L & M have been out and i have talked to both Charity and Lisa about the problem and they are still out this has been months since ive started complaining about it?? Thanks.

Love the name and Thank you for the input. I know exactly where you're talking about. So far, we have determined that each entrance/exit will be monitored. This way we will know who comes and goes.

my car as well as one parked 2 spaces from mine were both broken into in the carports between the Wellington entrance and the trash.

I also hope that the cameras can help catch the punks who think its cool to tag on the walkways. That grafitti is just lame and stupid.

pumpkin, I have discussed this briefly with Charity and was told that short of asking questions about the new policy, I (and the rest of the homeowners) have little say in the matter. We can provide suggestions and feedback, and they may adjust the policy. Actually, they already have. Revisions have been made since the 1st draft was written up. That's a good thing, but I believe that the new parking policy will not solve our problems. I would like to think that everybody's unique situation would be taken into account when determining such policies. The best and worst case scenarios should be explored.

For example, 2 bedroom units: What if you have 2 couples sharing a 2 bdrm unit. All 4 of them drive their own cars. One gets the carport, one gets the parking pass, and the remaining two have to park on the street. On the other hand, you can have a single person living in the same 2 bdrm unit that doesn't even need 1 permit. Why should the two couples get the bad deal? They should be able to enjoy the same priveleges as everyone else.

I understand that it is very difficult to create policies that benefit everyone. There will always be compromises, but when the net result is negative for a majority (or even minority) of the population, the policy should be reconsidered.

To break it down even further, you need to identify the problem. What is the problem? Lack of parking, or the storage of non-running unregistered cars for weeks at a time? The issue of lack of parking spaces will never be solved. You can blame this on the construction company that build this community over 30 years ago. Even with parking permits, residents will still have to park on the streets. This is no different from the current situation. The person who comes home after 8pm will still most likely have to park on the street, even with a permit. If they get lucky, then can park inside. Again, this is no different from the current situation.

The new policy will prevent cars from being parked in spots for longer than 96 hours. Which I am actually in favor of. This is a good idea and it ensures that people do not store their cars in parking spots. Currently we already have a procedure in place for requesting a tow of a car that has been in a spot for too long. There have been many cars that have been towed (or forced to be moved). I actually requested a tow yesterday. Why do we need a new policy for this?

I really don't have a solution other than no solution. Ask yourself this: was the problem really that bad to begin with? Again, it is hard to predict how the new policy will really affect us all since it is not being enforced yet. I may consider bringing this up at the next meeting. I would need to arrange my thoughts and arguments as well as gain the support of some of the homeowners.

gman - thanks for clarifying your position on what your perception of the problem is and why the parking policy as proposed may not have the expected results. You made some good points.
